A simple tower assault? Clearing the tower of lizardmen doesn't even scratch the surface of the problem! This is written for adventurer tier characters on the cusp of entering the conqueror phase of their career, they likely don't have the funds to take on the lizardman army directly but defeating the tower lands them right in feudal legitimacy and intrigue (and a reasonable war chest if they need to take on the stranded lizardman army).
